This is common. Here is why. You take a capsule, you fill it up in the capping machine to the rim, then when you put the cap on it, you are now increasing the volume of the cap and there is no way you can get a cap to be completely filled. Half full is kinda bad, but not too much considering the top does add some volume to the overall equation.

I thought manufacturing places filled both sides, most capsules are packed full
