Senate sends $1.1 trillion spending bill to Obama

Could someone please explain to me how this is going to get paid for .
What is hell are they thinking .
Looks like we will borrow more from China .

Yeah, all federal workers get a 2% pay increase, while the rest of us get no increase while food and energy prices go up.
AND, congress wants to raise the debt ceiling to 14 billion.
Unbelievable.
