FORT WORTH, Texas (Reuters) - A former high-ranking Boy Scouts of America official who led a task force to prevent child sex abuse pleaded guilty on Wednesday to a federal charge of receiving and distributing child pornography.
Douglas S. Smith Jr., 61, could face up to 20 years in prison and a $250,000 fine. He will remain free without bail until his sentencing hearing, set for July 12, U.S. Magistrate Charles Bleil said.
During Wednesday's arraignment, prosecutors said Smith had 520 pornographic photos featuring young boys on his home computer. He passed the photos on to a "buddy list" via the Internet, they said.
Smith, who retired after his legal problems became known to his employers in February, had none of the photos on his computer at the Boy Scouts of America headquarters in the Dallas suburb of Irving, Texas, they said.
Boy Scout officials said Smith has been with the Scouts for 39 years, was its national program director and led the organization's Task Force on Youth Protection, which teaches children how to avoid sex abuse.
"He was staff adviser (to the task force). He was on it and led it," said Boy Scouts spokesman Greg Shields.
He said Smith, the married father of two adult-age sons, had no contact with children in that job.
But Assistant U.S. Attorney Bret Helmer said, "It's not surprising that one who would engage in this type of conduct would also want to be around or within an industry involving children, not surprising at all."
"But mother and dads shouldn't be concerned this is a pervasive epidemic in the Boy Scouts. We have no proof of that," he said.
Helmer said Smith got his pornography from Germany, where investigators found his e-mail address in the computer of a suspected child pornography trafficker in Duesseldorf.
He was caught in an investigation known as Operation Kinderschutz, a German word for "child protection," which is a joint effort by U.S. and German authorities, officials said.
