It is also said that the ppl will actually want this device, thinking it is something needed. As of right now passports have this micro chip, so anyone who travels abroad can be tracked. Hell, even if you don't know it, your cell has a 911 that even when turned off can be tracked by GPS. Even cars with these systems.
